Can you maybe find another duplicate at a scrap yard that has the necassary tags and vin. And just replace them. I know that it is questionable, but it would seem that if the bike were stolen, it was a long time ago and long forgotten. Callin ther police will likely not result in the bike being returned to an original owner.
