For a bike this age, it is easy to obtain a title (in most states). There are several companies that specialize in this stuff. International Title is one. You fill ouot some forms, get them notarized, send them the $75.00 and wait a few weeks. What typically comes is a transferable registration from a state like Maine (where they do not have titles for bikes this old).

Basically the way it works is you 'sell' the company your bike, they register it and 'sell' the bike back to you.
