No matter what kind of footwear you have on, you need to stop doing that. It's very, very, very dangerous. If you don't trust your brakes, stop riding the bike until you get them fixed. Seriously.

Dragging your feet is the quickest way to end up with a broken ankle. Put 'em down at the last second as you come to a stop and pick them up as soon as the bike begins rolling. It's not optional.
