Yes and no. Has my bike sat uncovered in a downpour, yes. The bags were dry as a bone inside. But i have not ridden in any substantial rain.
I also hard mounted the bags. They don't come off without taking bolts out, so i leave them on when i wash it. Everything is fine with that, the material is not sensative to water. I try to keep the soap off though.
I believe the box top lids on these would work as well as anything else in the rain. Plus they velcro at the front and back, in addition to the latches on the side. So they stay on nice and tight.
