Actually I agree with the statement. From what I know of the ECU and the SP, I don't think they can physically change the position of the throttle at all. I know the ECU can cut power to one of the spark plugs, but it can't do anything to change the actual throttle. At least that is my understanding of how the system works. The cables and throttle bodies are really the only thing that could lock up. I would ride with confidence, but i would probably keep my thumb ready to flip the switch for a while out of paranoia.

If Kawasaki agreed to replace those parts I am sure they are pretty confident in their diagnosis. Especially since the dealer is worried about your safety and chose to really look into it. My dealer treated me similar with the oil pressure problem. They would rather make me mad keeping the bike in than let it go wondering if there was a problem.
