It doesn't really seem like anyone is answering your original question. That of course is because no one knows what it is. From what i can tell it's the vacuum valve or "diaphram" or possibly a wheel bearing. If it's a wheel bearing then no, you can't fix an enclosed bearing, but they also are not that expensive so that's probably not what it is. I had 2 holes in my diaphram a few months ago and patched them very carefully with a high temperature epoxy. So far it's worked very well. Maybe that will help, but maybe not.
