We tend not to lock too many threads, more likely we will delete them. Personally, I will only lock a thread if I think their is some benefit to be gained by offering a moderator's opinion on why the thread was locked, or to re-affirm the forum rules and guidelines.

When threads are deleted, they are done so with good reason. Simply removing the offending posts would far too time consuming and likely still aggravate some people. In a nutshell, if everyone abides by the well laid out forum rules and guidelines threads would not get trashed in the first place.
No, it is not fair that the end result of a few sour grapes is the trashing of a thread, but it is the reality of the matter.

Everyone on board know who the forum moderators are and are free to pm us at any time for reasons behind the choices and decisions that we make.

As far as banning members go, it is the hardest task we face. Prior to any member being banned the entire moderation staff discusses the issues leading to the question of a possible banning and/or alternative choices to resolving the issue. No member here, outside of spammers, is banned without the agrrement of all the moderation staff.
I can assure you that we take the responsibility of banning any member to heart, it is not a decision that is ever made lightly.

Personally, I do not see that their is anything to gain by announcing that a member has been banned. It would likely spark more contraversy, than just letting "sleeping dogs lay" as it may be.

As moderators we follow the same set of rules and regulations that are posted on the front door for all to see. We are tasked with enforcing those rules on behalf ofthe forum owner, and I feel that we do a very good job at it. Sure, not everyone agrees with all the decisions we make, but unfortunatly not everyone always agrees to follow the requested rules and guidelines either.
