Kids will be kids. I understand your anger and frustration as a dog lover and having raised 2 kids of my own. At least you have the dogs fenced so there is no way the parents could have blamed you even if it did turn out that one of your dogs bit their kid.
Years ago my sister and BIL owned a St. Bernard that was the biggest teddy bear you ever met. They wound up having to move into town and didn't have a fence up yet so they chained him to a tree. Day after day these same kids would come by after school and taunt the dog. They knew exactly how far the chain would reach and stayed just out of reach.
After talking to the kids several times about the situation and getting nowhere, he unchained the dog one day. (No......... I don't agree with this) The kids came by and started their usual tactics. When they realized the dog was not on the chain, my sister said you never saw kids run so fast in your life. Even though the dog was not vicious, I think they were lucky that a child was not hurt.
Hopefully you can have a chat with the parents and get the situation resolved.
