I have actually read several articles on this and seen videos of them in action, and they are shown to be effective. It sounds a little odd at first but the single most common type of bike accident is when someone pulls out in front of a bike and you slam into them head on. It wouldn't work on every style bike out there, but I can see it making sense in some of the big cruisers.
