Its got the normal black powder coat and the bolt holes are slotted so you don't have to totally remove them to mount the rack.
The guy who traded it to me apparently sold his 2003 Vulcan 1600 Classic and the rack was the last item he had left so I took it (Note it will NOT fit a 2005 Nomad, and I have no idea if it fits any other models).
