Best is going to depend on several variable, which you mentioned above. No. 1 can be in sales, ratings (which you'll have a different No.1 for about each test), personal experience, etc.
I have a DOT certified Zeus full-face that I got off eBay (there's a store on there that sells them new). Awesome price and it fits well. Ventilation is okay. They get decent reviews.
