Maybe these pictues will help, in the first one the red arrows point out the slides that are pushed down when the choke is all the way off, and the butterflies are open, You can see that the other ones are not pushed down by the valves.
The next one you can kinda see the notch on the slide of the right one that is meant to clear the butterfly valve, and how the slide on the left isnt oriented so the notch is facing the butterfly valve, and hence it hits it:
