I have a GPz600 and the valve that you are talking about does not open unless you throttle up with the engine running. It has a needle on it if you lift it up right? I think you are talking about the one with the red arrow pointing to it and when you throttle up the one that I circled opens up. You can not see the choke valve unless you open the carb up.
