He has CV34 Keihin carbs. Two carbs on the side of the choke arm have the choke butterflies actuated directly. The other two (on the other side) are linked and the linking parts must be assembled correctly for the remote two butterlies to work with the directly actuated ones. Sounds like the slides are also not correctly oriented. If the tops are removed, you can see a groove that the slide diaphragm is set in and it must fit in the slot correctly to orient the slide position otherwise the slide cut out is not correctly oriented. Sounds like someone who didn't understand what they were doing disassembled/reassembled the set you bought.
