We do this on a yahoo board that I help moderate. All posts are screened before they are turned loose. The board has been spam free since. I watch as the banner "pic" loads line by line and I wait for the actual forum.

On another vbulletin powered forum I visit we (users) can

"UserCP -> Settings & Options -> Edit Options -> Miscellaneous Options -> Forum Skin. Set that to NoBanner, and no more banner for you.

To turn them back on, select Forum Default or Default Style."
