Apparentyl there is a failure of the ratchet mechanism in the handle. Try putting some lube, like WD-40 in there. If that doesn't work, you may have to buy a new lever assembly. Possibly a spring broke in there.

Thanks for the help, Roofgunner. I tried the WD-40 but it didn't help. I looked at the diagrams on the Kawasaki site and decided that your assessment is correct. I have ordered a new lever assembly but I have not yet recieved it. I'll let you know how it works out.
