The 650 offered a primer option for cold starting, and if that was not added at the time of purchase they can be pretty tough to cold start, to almost impossible when below freezing.
I believe the primer is available as a component assembly from Kawasaki. I recommend you contact the folks at the 800 number in the header ad, and see if they have it available. It may have to be ordered in three or more parts, but should not be very expensive.
