Get a proper manual.
I don't think the same jet will fit in two different locations.
I think the vacuum line and fuel line are different sizes to prevent mixups.

Possibly you have what sounds like a sticking float, allowing gas to keep flowing into the carb.

Set fuel tap to "run" and gas should only flow once engine is running.

Again, get a manual or basic shop book.

no, the vacuum line and fuel line are not mixed up when we got it the port for the vacuum line didnt have anything on it i saw a hose that comes from the top of the valve cover and it fits perfectly so i figured that's what's supposed to be there, but don't know and the two jets have different size jet holes but they are the same size so they fit in both holes in the carb

Yes they will fit into either one. I have a trick that I have used for many years that did me wrong on mine so I have learned to look a little closer, I will take a "sharpie" and mark 1 jet and the tower it came out of. However that only works when the last person to mess with it (P/O) assembles it right. The larger goes with the needle. Also make sure the needle is installed right ( diaphram, needle, holder, spring, top). If that still doesn't help OR the next time you have it apart (whichever comes first) look on the inside of the bowl area and make sure one of the little brass plugs didn't get blown out (as I did on mine while cleaning it for the 30th time.....lol) ........ good luck

hello ,well on the carb rebuild did you take the air fuel mix screw out?the screw with the spring on it and the screw has a pointy needle at the end of it.if so there is a rubber washer that is suppose to be in that screw assy if that little oring is mia or the pointy part of that screw is mia that would cause over fuelin alsoand if everything is ok with the screw then is it adjusted out 1 1/2 turns out from seat if it is all the way tight and not backed out that is just all fuel and no air as for the vac hose i think the one off the top of the engine is left off for a crank case breather only and the one port at the top of the carb is a breather for the carb the vacuum comes from intake of the carb only while the motor runs it pulls vacuum through the carb and the 2 holes that face the motor in the carb goes to the vacuum diophram in the carb something like that ne who but the port on the top of the carb should have just a hose that hangs down to the float bowl..and one more question hows the compression and the spark look?are you gettin a good spark out of the plug?-corey-
