Sounds like he stuck the rings, are you sure the compression is good? Pull the exhaust and check out the piston & rings.

115 is not good compression...i believe the usable range is 120-180 psi! When you checked it did you hold the throttle full open and kick until the indicator will no longer go up?

i would check the compression again then I would look at the flywheel and make sure the nut diddnt loosen off and the flywheel spun on the crank making the timing off ( we seem to be having a rash of that happining latley )

Even 120 is way low! It should start with anything over 100psi, but a good KX85 will have at least 155psi or higher! Most of my little Kawi's have run 160 -170psi

I would take this guy's advice Pull the exhaust and check out the piston & rings. You should go ahead and take the reed cage out and look at the piston, cylinder, crank from the intake side too.

Something has gone wrong and you'll need to take the cylinder off and check it out 125 psi isn't good compression...

Not if the cylinder's damaged...an 07' with 15 hrs and 125 psi somethings wrong and at this point to me you have no choice but to take the cylinder off to inspect the piston, rings, cylinder, crank. Not trying to start the bike to ride it!

US Chrome charges 179.00 plus shipping and they do really nice work too! Either way, glad to hear that you got it going again.
