I can't really help you, not sure what the problem is. It wouldn't have anything to do wit hthe petc0ck though. The petc0ck is just the fuel on/off/reserve valve uner the side of the tank.

yup, the petc*ck is the fuel valve...

How does it run below 6k? Did this suddenly happen or has it been a problem all along? Has the bike been sitting for a long time?
The float bowl is a "float" that regulates how much gas is in the bowl of the carb. Looks a lot like a toilet bowl float. AS the gas (or water in the toilet) goes down the float will go down and rise as gas enters the bowl. At some point the float will rise to a point where the gas shuts off. Flush your toilet if you want to see it in action.

sounds like you made it run too rick somehow, and now you're paying for it with fouled plugs. clean/replace your spark plugs, and you will possibly notice a difference in performance.

don't waste time cleaning them, they are too cheap at autozone.
