Default Cold Starting Problem

Hi I have made several posts in hopes of getting my 85 600r ninja to start when it is cold,It takes better than 2hrs to get it to fire up even with starting fluid, and having a battery charger on all the time I try so I dont kill the battery while In trying.I have change coils cdi box plugs wires carbs adjusted fuel level changed carbs even put stock carbs and air box back on still refuses to start cold. I have noticed that even after I have tried starting it for some time I have pulled plugs and found them to be dry HOW is this posible I have cleand carbs and know pilot jets are clean and carbs are spotless ????????????????? why is no fuel getting into the pulled into the engine valves are set and engine has great compression across the all 4 cyl. This problem is getting old and I have run out of things to try

Does it try to fire up at all (sputter ect), or does it just turn with the starter.

how did you check the compression ? with a guage or your thumb ? if its not starting off the starting fluid then its either got low compression or no spark
