Ehh... screw all that legal stuff, but the only thing that bothers me is the total length.
That's a LOT of torque on those receivers... even a class-IV rated to 1k is rated for that pressing DOWN on the ball, not cantilevered out 4 or 5ft. You've got less than 600 pounds there including the rack, but that's going to translate to a lot more than 600 when twisting on the receivers. Personally, I would have built it a couple of feet shorter and loaded the bikes from opposite sides... but dual-bike carriers always make me nervous.
