I haven't seen one, I've been too busy to look really hard though.

Ehh... screw all that legal stuff, but the only thing that bothers me is the total length.
That's a LOT of torque on those receivers... even a class-IV rated to 1k is rated for that pressing DOWN on the ball, not cantilevered out 4 or 5ft.
You've got less than 600 pounds there including the rack, but that's going to translate to a lot more than 600 when twisting on the receivers.

Personally, I would have built it a couple of feet shorter and loaded the bikes from opposite sides... but dual-bike carriers always make me nervous.

i'm with you on the nervous part, i have never been a huge fan of them. that's just a lot of pressure on a chunk of 2" square stock.

I've got a super set up, but it's for one bike called the 'joey lift'. I've set it up as a 3 point reciever set up, it's so strong, that you can haul a trailer behind the hauled bike. ISPEED has seen it.

^^^ yes, that set up would not make me nervous. very strong, like and extension of the truck's frame.
