When was the last time it was run? You may have a clogged fuel line, a stuck float, dirty float needle or a mouse nest in your exhaust.

Did you check the airbox for a dirty filter?

Is it just bogging or is it backfiring too?

Air filter plugged and carb problems come to mind.

Did you clean the carbs "inside and out"? And when you say you cleaned the carbs...how did you clean them?

Since it's running it might be worth it to add SeaFoam to the gas and go for a ride (on a non busy street/road) and see if that helps clean the carbs/gunk more. Sometimes it can help but if the carbs are really dirty/plugged you may need to remove them and tear them do and do a "deep cleaning" and possibly rebuild them.

Sounds like your fuel tank has a bit of rust. Put on an inline filter and try running it with some Seafoam. If that doesn't fix it it will probably need a thorough carb cleaning.

Have you checked your valves? If they are out of adjustment you'll get these same issues.
