I wear my helmet, every time. I also wear all the gear I own, boots, jacket, gloves, etc. Every sport I've participated in, every job I've had, all have safety recommendations and equipment. Without fail, there is always someone who won't wear the required gear, and is more than willing to tell you that they don't need it, or think that it's just BS that someone sold you to line their pockets.
At work, it's not a choice; PPE is a job requirement, or you're out the door (or at least written up). On the bike, it's all up to the individual on the seat. As far as what you look like, I think when I see someone on a bike, at any speed, without gear, they are the ones who look out of place. To me, the gear is part of the biker "look". That's a bonus to the real purpose of wearing it, IMO.

Here in Canada our health care system is publicy funded through the tax dollars they take from us. By inacting laws to keep us safe(er), the logic is that not as great a strain would be put on the system by minimizing injuries. And that makes perfect sense. For those who think that because they pay taxes, that gives them the right to do as they please, think again. If you seriously think that the dollars taken from your pocket alone would pay for the medical attention required to fix your broken pumpkin, then you need to give it a shake while you still can. It's the dollars taken from every tax payer that goes to pay for that perhaps preventable injury. Therefore, your right costs me and every other tax payer money.
I do see the double standards everywhere though....for example, there should be a McDonalds law.....if you eat there, you should be required to do one full half hour at the local gym for every happy meal you eat.

i usually congratulate them on their observational skills. then ask them if they get extra points if they can correctly identify a choo-choo train
