I will rain on your parade, you know my answer already. Local...??
I suspect overseas suppliers may be a better bet as a source. More smaller size bike over there per capita. Or consider a tank bag and a larger tailpack?

I have the Cortech Tri-bag set with the duffle for the tail bag and a Nelson Rigg tank bag. I think the hard bags would be cool but they would have to be small. You want something similar to the Concours bags? They should build a little touring bike to meet the demand for small bikes for economical purposes. My 500R did a great job on a highway trip for a couple of days but my butt was wishing for a more comfortable seat. I could only take it for 100 miles at a time before I had to get off and stretch the legs.
