1987 Kawasaki 454 won't go over 55 mph

I recently had the carbs cleaned by a mechanic and now my Kawasaki 454 will not go over 55 mph or 5000 rpms. Everything else runs fine.

Did the mechanic resynchronize the carbs after cleaning and putting them on the bike?

I am not sure if he did. What would that entail?

Using vacuum gauges to balance the air flow equally for the carbs. It's important to first check the valve clearances, as improper(too tight) clearances affect engine operation, and can cause burned valves or valve seats, a $$$$ repair.
