I have an 83' kz550 ltd and it only has 4000 miles new plugs freshly rebuilt carbs. but for some reason it takes 6 or 7 minutes to warm up before i can ride and then when i do it hesitates slightly in the low rpm's like it still is not warmed up and this in 80 degree weather. Is the normal or should i do something?

I may be wrong but in my experience lean running is hotter. You may want to check timing first.
