Trouble With Zx 7

If Anyone Can Give Me Some Solutions To My Problem With My Zx-7 I Would Be Thankful.

Well Here It Goes. When I Am Going Through 1st, 2nd, And 3rd Gear My Bike Runs Good. There Is Some Minor Surging But Goes Away Pretty Fast. Has Alot Of Power In These Gears But In 4th And Above No Matter How Fast I Was Going In Third It Will Decrease My Speed To 70-80 When I Am In Forth. It Acts Like It Has A Governor On It. 4th Gear Full Throtle Has Alot Of Surging And Top Speed Is 70-80 Max. 3rd Gear Can Reach Red Line.

I Just Replaced The Carbs With Stock Ones, Did Not Fix The Problem.

Please Help.

I'm thinking possibly vacuum or venting issue. possibly ignition being retarded incorrectly?
