Question zx-6 project , need advice

I have a 97 zx-6 . It was my friends racebike for years and it was sitting by his shop for a few years unused. After i decided it was taking him too long to repay a loan i gave him(ok so i borrowed him 500.00, but to me its alot of cash) i asked him what he was doing with the bike. He said he was gonna sell it and that it has a clean title. We closed the loan by him giving me the bike, i took off the plastics to clean the carbs then took the bike home and forgot the plastics at his place.
Well fast forward to now(two years later) and i cant get a hold of him for the plastics or the title as he travels for his new business and seems not to return my calls. I had the bike vin ran and it does come up clear but there is no record in the state database.Funny part was he told me it was a zx-7 and after i researched the vin it was acutally a 97 zx-6. Our state is very picky with rebuilds, salvaged bike titles are a no-no here and cannot be registered unlike in other states.
I have been doing some research and would like to build a streetfigher out of it, but i cant find a clean titled frame for this anywhere. It is the one piece frame, as shown in the pics but im not picky and wouldnt mind a two piece frame /subframe.

My question is from what you can see in the pics what year frames can i use without modifications to the frame, motor, swingarm, forks etc.....? Its going to be a custom anyway so not worried about a specific year. My main thing is to be able to title it for street use. While i havent had time (as you can tell by the pic) to get it going again i would like to have something wild for my trip to bikeweek next year. If i cant figure something out soon im getting sick of it being a yard decoration and will MAYBE part it out. I hate to do that as i saw this bike on the track and it rips along with the aftermarket shocks, preloads, etc.....

Any questions would be helpful.

I see alot of late 90's zx-9r frames out there for sale. Does anyone know if the 97 6r donor i have will allow most parts to be transplanted over without mods?

Part it out and buy a whole bike.

Part it out...that bike is really badly rusted. Plus it's going to be 11 years old soon and you're going to have to put a lot of money into that thing just to get it in running condition.

I appreciate the advice guys! All in all the bike a runner. I just have to put the carbs back on it to "run". As far as the rust yes it was sitting outside but as i recently inspected it the rust is just minor surface, nothing steel wool and sos cant take care of. I do enjoy projects, and have been into projects for the last 16 years so labor is not an issue. For the most part the bike is minus plastics and my plan was a streetfigher anyway.

Any other ideas are appreciated. As far as the amount of money i set aside for it i know i need a clean frame, which is mainly what im trying to get info on as far as what is interchangable from what year to year, and i will be doing my own paint and polishing. If its a fighter i wasnt planning on plastics or guages anyway.
I will keep you guys posted if i part it out. I figured if i would the motor would be the first to go then the rest.

I found the parts to finish my gsxr project so yeah think its parting out time.......
