Default '81 650CSR in storage for 17 years

I recently got ahold of a '81 650 CSR that's been in storage since october of '92 in a pretty dry climate, it seems to be in pretty good condition. This is my first bike, but I have a mechanic and a few other motorcycle enthusiasts helping me out on the project. What do you think needs to be done? Besides degunking the carbs, maybe readjusting them and getting new tires, spark plug and battery
What's the best way for getting the rust out of the gas tank?

It's been sitting for 17 years so replace the tires and inspect any rubber parts closely. Extra attention to the brake lines, vacuum lines, fuel lines, and the rubber connectors on both sides of the carbs but mainly the holders. Also be sure to flush the old brake fluid out and get some new clean fluid in there and test the brakes before you try to ride it. I used a POR-15 kit on my tank to resolve rust issues and after 3 years it's doing fine.

Change the engine oil and filter. Lube the throttle and clutch cables.

I would throw a teaspoon of oil in the cylinders before starting it up, it's probably very dry in the top end after 19 years. I would remove the plugs and crank it over until I'm confident that oil has gotten to the top end...you might need to remove the valve cover to see if oil is getting up top to the cams.
