Default Correct Idle for a 1980 KZ750H?

Under the seat I found where it says the correct idle is 1050 I can't get it to idle lower that about 1350 to 1400. And it idles great at 1500.

Plugs
Cylinder
1 - Diode Fouled
2 - Good
3 - Totally Fouled
4 - Good but has oil on it

My brother layed it down on the right side so I think that's why there's oil on number 4.

Also 3 and 4 are running extremely hot compaired to 1 and 2 and the exhaust on that side is a lot louder too.

Any help would be greating appreciated.

That's because you have dead holes. Fix first.

Valve adjust
carb inspection , clean , synchronize , idle mixture , idle speed .
inspect ignition , plugs, wires , plug caps , pickups . note : there are two different types of coil installed on this bike at the factory . Crap and soon to be crap .
