I recall a similar ? somewhere some time back.
IIRC it was advised to either drill a hole for the tab, or to use lock tite on the threads.
Here's one solution I found:
I'm running an offset front sprocket with no hole for the lockwasher, so I turned the washer around, bent the tang up, put the nut on with some Loctite 2701 (it's green and has a strength somewhere between red and blue), then bent the tang back over the nut to prevent it from rotating. Been running it like this for 3 years without problems, just did it the same way again when I put my new motor in.
Another:
When I replaced my sprockets, the new counter shaft sprocket didn't have a hole for the tang on the washer.
I set the sprocket up on the drill press and made a small hole for it. Been working just fine for over 12,000 miles at high speeds.

Hey I had the same problem I bought a new sprocket set and as I go to put the stuff on out here in the parking lot of my apartment bamb I get hit with the idea there is no spot for the tab. So I called the dealership where I ordered the parts and talked with one of the shop guys. He said to just drill a indentation in the sprocket where the tab should go. ( he also said he was not liable and neither am I) Any way being a mechanical engineering student I thought about it for a while and said why not. So I got one of the guys in the shop to drill down into the sprocket with a 3/16" carbide bit and it's just like the original. (note be prepared to kill the bit since it's a hardened sprocket)
