Default 1984 gpz900 bolt came out on top

Just bought bike, guy i got it from jus had it in shop all new gaskets in mtr. and carbs cleaned and new parts put in them. still have oil leak! i was looking at where it was coming from and found out it's a bolt with a gsket on it, on top of mtr. (what i would call the valve cover?? not sure) but i cant get it to tighten up? pulled bolt. looks fine doesnt look like it broke off? threads look good? how do i get it back in???? help please...New Guy...bikes...

can you take a picture of it. it will probably make diagnosing it a lot easier
