Kickstart Problems

[1969 j1tr]

I just baught a 1969 j1tr with low mileage in decent condition. The bike runs fine when bump started, however the kickstarter wont turn the motor over. The kickstart moves up and down as it should and the springs always retract it back up. I think the problem can be narrowed down to the gear becuase the spring, spring gaurd, and all other parts seem to be doing their job. I just wanted to get your opinions before I go and split the cases to fix the issue.
