ZXR 1100 won't start

I purchased a 2000 Kawasaki ZRX 1100 last year and have had a lot of issues with it. Long story short, we ended up getting water in the fuel tank. Since then it won't start. We put in new fuel with a water treatment. We changed out the spark plugs and it still won't turn over. It wants to, but won't catch. Any suggestions?

Did you completely drain the fuel tank by removing it from the motorcycle, then add fresh fuel & drain that?
Did you drain the carburetors & drain fresh fuel thru them as a rinse?

This is battery season: have you checked the battery with a digital multimeter & done a load test? Was the battery properly serviced & checked before installation, and maintained with a good motorcycle smart charger.
Even if a battery is new or fairly new, test it. Never assume a battery is good.

Conflicting info in the O/P. Won't turn over is starter cranking. Wants to but not catching could be the engine cranks but will not fire.
Not cranking I would be looking at the battery. Not catching after water in the tank, look at fuel. Drain tank and carbs put in fresh. Additives will not get rid of a big dose of water, and if it got into the carbs you would have to crank the engine for a real long time to get all of the water out of the carbs. Most bikes will RUN for several minuets with the fuel turned off just from the gas in the carb bowls.
