put some penetrating oil on them, then grip the shanks of the bolts with vice grips and twist them out.
Buy some new bolts and look up the correct torque specs and use a torque wrench to tighten them to spec.

Penetrating oil might help, but some heat will really get things loosened up. Try a soldering iron first, and it takes time. The aluminum expands more than steel when they warm the same amount, so heating and cooling helps break loose the corrosion that forms between the two.
