Ok. It's a 95 Ninja 250. If my bike ever does start it seems to idle alright. I'll ride it around the block and it seems fine. I'll come to a stop, putting in the clutch and it will die. Then it won't even want to start up again. If it does start, it has to take full throttle to get started. Then it runs like crap and dies at no throttle again. I have new plugs, cleaned carbs, changed oil, new battery, carbs synched, clean air filter, idle screw is at a good setting. What could the problem be?

Fixed

The problem has been fixed. It had a bad vacuum valve in the carb when I sychned the carbs before. I didn't know the part was bad when I synched them. So when I got the new part I didn't think to synch the carbs again. I resynched them and it runs fine now.
