Did you figure it out? Only things I can think of is possibly you didn't soak the friction plates in oil overnight before installing? Depending on whether or not you mean it won't release or won't engage.

Or the spring was worn. Most Vulcan 1500 clutch problems were a bad spring and not the disks. People used the 1500 meanstreak spring instead. And a "Judge's washer" for better reliability
