I am still fighting this mule. I can't determine if I have a bad coil because they both fire. I did the test procedure in the manual with a multimeter but did not get any readings on either primary wires. Should I just order 1 new coil or just buy 2 any thoughts

You should have a resistance reading the primary wire. If both coils fire when installed but neither one shows a resistance reading, check your meter's battery...
