I have a 1999 vn 1500 classic tourer problem is valve decompresser can they be repaired or modified as no longer available to buy discontinued

It might be repairable depending on what is wrong with it. Do you have any photos?

Friend just removed his, said they were not needed. His was still running at 99K miles. He also said if they come apart, you may be buying a new head...

Edit: and you will need a good battery in it to crank OK.

Yes, I was going to mention that if removed, the battery will be much more highly stressed and may not last as long.

What size battery would you recommend

You should probably stick with the battery that your bike is designed for. Even it you could physically fit a larger battery, your alternator and voltage rectifier/regulator might not be too happy about it. But if the battery is fresh and if you look after it, it should work. It just won't last as long with the compression release mechanism removed.
