For light weight, I'd suggest having a framework made of aluminum. Possibly 6061 or 7075 welded and painted. Steel constructions are strong, but then there is a corrosion problem.

If possible rubber mount the saddle bags to the frame work for vibration reduction.

I'd recommend you go look at the Nighthawk thread under Road Warriors at Adventure Rider Motorcycle Forum in the forum. Those guys have done a bunch of different set ups and you might find what may help for your bike there. They've played with about everything from mini boxes to some large ones, having to adapt them due to lack of mount kits. You may find some inspiration there.

One other thought would be if you could find a trashed or junked Honda GL500/650 Interstate. You could remove and fit the mounting system and have a decent set of sport touring bags. Probably fairly reasonable cost too, compared to a lot of others. Bikes were made in 1981-1983.
