Kawi sissy bar...

I have the factory bar. The "washers" as you describe them are more like a 1-inch long "pipes". When the brackets are held on either side of the plasti-chrome side covers, there is a space of about 1-inch on either side. The inside diameter is just large enough for the longer bolts to fit through and the outside diameter is not larger that the original washers, so that the "pipes" fit into the recess in the plasti-chrome.
Hope that helps. I can't take a picture without removing the entire bracket to get one removed.
I think this is why most agree that you should buy from a trustworthy seller who supplies all of the required parts.

I have the exact sissy bar and just yesterday added Saddle Bag supports so I took the spacers off. Here are a couple of pics:

As you can see they are about 3/4 in in diameter and 7/8 in long

The bolts are just like the ones you take out only 2 in long.

I'm sure you can get the hardware easy enough from a dealer. Mine was put on when I bought it at the dealer. Check out this picture, you can clearly see the spacers on my bike before I erplaced them with the saddlebag supports.
